The Department of Justice wants to place alleged drug lord Rolando “Kerwin” Espinosa Jr. under the custody of the National Bureau of Investigation upon repatriation instead of the Philippine National Police.
Justice secretary Vitaliano Aguirre II said he already informed PNP director general Ronald “Bato” dela Rosa about his request for Kerwin’s transfer of custody.
“I wrote a letter to Gen. Bato requesting that Kerwin be placed under the custody of the NBI pending determination if he is qualified to be admitted under the WPP (Witness Protection Program),” said the secretary.
Aguirre pointed out that Kerwin has expressed his desire to be placed under WPP of the Department of Justice.
“If he would execute an affidavit detailing his testimony, the WPP will assess the same. If it is determined that he is qualified for admission, he will be accepted under the program and its benefits will be extended to him, and if necessary, to the members of his family,” he explained.
A three-man team led by PNP Anti-Illegal Drugs Group acting head, Chief Supt Alberto Ferro, is expected to leave the Philippines on Sunday, November 13, en route to Abu Dhabi to fetch Kerwin.
Kerwin managed to slip out of the Philippines and went into hiding after he and his father, Albuera Mayor Rolando Espinosa Sr., have been tagged as among the biggest drug lords in Eastern Visayas.
Kerwin, already wanted in the Philippines, was arrested in October 17 in Abu Dhabi for violating immigration laws.
