The Quezon City council has passed an ordinance that requires the installation of dashboard cameras in all patrol vehicles of the local police force.
The ordinance, authored by Councilor Gian Sotto, was approved on third reading last week.
The dashboard cameras are expected to deter police officers from using excessive force when arresting or interrogating suspects.
“With Quezon City’s distinction as one of the best managed local government units in the country, it is necessary for the city to establish the necessary infrastructures to ensure the safety and well-being of our constituents as well as those engaged in business or employed in the city,” Sotto said.
The proposed ordinance also noted a 2012 study of the United Kingdom’s College of Policing, which said there was a pronounced decline in street crimes as well as public complaints against police during large-scale trials of camera-equipped patrol vehicles in England and Wales.
The city government is investing around P150 million in the Quezon City Police District and the Bureau of Fire Protection to upgrade their capabilities.
This includes the procurement of additional patrol cars, bulletproof vests, firearms and ammunition, communication equipment, digital cameras and a state-of-the-art suspect identification system.
