Philippine National Police (PNP) Chief Director General Ronald dela Rosa has ordered the revival of the the firearms proficiency test for all uniformed personnel of the organization as her warned those who would fail the exam to be disarmed.
Dela Rosa expressed his dissatisfaction over the shooting skills of policemen, which he said averages between "6" and "7.5" on a scale of 1-10, with "7" being the passing rate.
According to Dela Rosa, he have already given instructions to the DHRDD (Directorate of Human Resources and Doctrine Development) to revive this test. He also emphasized that they have to conduct the test before the third quarter ends so that they would know the passing average.
He explained that there us a need for each policeman to shoot well, especially with the ongoing campaign against illegal drugs in which policemen are conducting almost daily operations.
He also warned of stiff satisfactions on anyone who would not be able to pass the firearms proficiency test, which he said must be done four times a year, or on a quarterly basis.
According to the PNP Chief, policemen who failed the test should be disarmed of the service firearms. He believes that their shooting skills is part of the survival aspect in the conduct of police operations against crimes.
"They are not qualified to hold their firearms because they are not good shooters," said Dela Rosa. He also explained that if they are not proficient, they might cause undue collateral damage around their surroundings.
