The delay in the delivery of text messages among subscribers of Smart Communications and Globe Telecom should be scrutinized, a senator urged.
Senator Nancy Binay filed Resolution No. 246 calling for an inquiry into the SMS delivery delays, saying this can affect overall public service especially during disasters and natural calamities.
“There is a need to protect mobile subscribers and to ensure that appropriate government agencies proactively and continually create a responsive regulatory environment for a viable, affordable, reliable and accessible telecommunications and information infrastructure and services to guarantee the welfare and protection of consumers,” Binay said in her resolution.
Binay wants said Smart and Globe executives to testify and fully explain what happened after Smart mobile subscribers complained online about the delays in sending and receiving text messages they experienced on December 3.
Smart, in an advisory released on the that day, explained it to have been caused by technical difficulties in the receiving network.
Globe, in a separate advisory on Facebook, said it was coordinating with the other network to resolve the issue.
Though Smart clarified that the issues were resolved later that night, Binay said it remains imperative that lawmakers meet with telcos and government agencies to discuss how the issue will be prevented in the future.
“We must remember that most of us depend on our mobile phones to reach out to our important contacts, especially our loved ones during emergencies,” she said.
“We have experienced network problems in the aftermath of strong typhoons before and we have seen the misery it has caused. I hope that my fellow senators will see this as an urgent matter that needs to be addressed as soon as possible.”
