The House sub-committee on judicial reforms has passed a “comprehensive” substitute bill seeking to reimpose death penalty on illegal drugs and heinous crimes.
Voting 6-5, the panel—chaired by Leyte Rep. Vicente Veloso—endorsed the passage of a substitute bill to House Bills 1, 16, 513, 3237, 3239 and 3240.
The substitute bill seeks to reinstate death penalty on illegal drugs-related crimes and other heinous crimes listed under Republic Act 7659, including murder, plunder, rape, kidnapping and serious illegal detention, sale, use and possession of illegal drugs, carnapping with homicide, among others.
“We are now offering judicial killings as against the extrajudicial killings. You decide judicial or extra judicial killings,” deputy speaker and Capiz Rep. Fredenil Castro, principal author of House Bill 1 said before panel voting.
Veloso said the substitute bill will be endorsed to the House justice committee for approval.
Albay Rep. Edcel Lagman, BUHAY party-list Rep. Lito Atienza, Akbayan party-list Rep. Tom Villarin and Siquijor Rep. Ramon Rocamora opposed the approval of the bill.
