Transportation undersecretary Raoul Creencia has been added to the list of those accused in the Philippine Amusement and Gaming Corporation’s (PAGCOR) misuse of P234 million in funds.
The Volunteers Against Crime and Corruption (VACC) on Monday, November 14, filed before the Department of Justice a supplemental complaint, adding the names of Creencia and former technical working group (TWG) chairman Jose Christopher Manalo IV among the respondents.
Last October 24, the VACC filed a criminal complaint for violating the anti-plunder law under Republic Act 7080 and Republic Act 3019, the Anti-Graft and Corrupt Practices Act against these personalities:

Jose Tanjuatco, former PAGCOR board director
Enriquito Nuguid, former PAGCOR board director
Eugene Manalastas, former PAGCOR board director
Jorge Sarmiento
Milagros Pauline Visque, former PAGCOR Bids and Awards Committee (BAC) member
Ramon Jose Jones, former BAC member
Romeo Cruz Jr., former BAC member
Annalyn Zoglmann former BAC member
Manuel Sy, Vanderwood Management Corporation (VMC) president
Kathleen Delantar, VMC corporate secretary
Apart from naming Creencia and Manalo, the VACC also added more violations including Republic Act 9184 (the Government Procurement and Reform Act) and Executive Order No. 423 (Rules and Procedures on Government Procurement).
The case stemmed from the P234 million PAGCOR paid in 2015 for the lease for a space for a casino gaming facility at a 6,500-square-meter property in Manila owned by VMC after being declared as winning bidder for the contract. At that time, Creencia was former government corporate counsel.
The P234 million represented the 12-month advance and six-month security deposit at P13 million per month.
But the Commission on Audit (COA) issued a notice of disallowance after finding the transaction to be “highly irregular and anomalous.”
COA discovered that the VMC is only a subleasee of the property located within the portion of the Museo ng Maynila complex, formerly the Army and Navy Club.
The property belongs to the Manila City government, which leased it to the Oceanville Hotel and Spa Corporation in Janury 2014.
The audit body also found that the BAC resolved to qualify the VMC in the post-qualification process despite the non-complaince with the conditions set under the technical requirements of the bid.
The BAC even gave a passing rate to VMC despite failing to comply with the indicated by the TWG in its report.
