Mega Drug Rehab Facility Opens

According to Secretary Ubial, the newly-hired personnel are currently going through a “dry run” on how to manage the patients that will be referred to the said facility next month.
In less than a month, Nueva Ecija’s mega drug treatment and rehabilitation center will be open for accommodations of some drug surrenderers in the region, confirmed Florida Dijan, director of the Department of Interior and Local Government office in Region 3 (DILG3).




Dijan said the grand launching of the rehabilitation center will be attended by President Duterte, who will be the guest of honor, on November 15.
In a press briefing held in Malacanang, Ubial said the construction of the mega rehab center began soon after her visit to Beijing last September wherein a Deed of Donation was signed by Huang Rulun, a privately held real state developer who has investments in 20 five-star hotels and 10 shopping malls in China, to finance the construction of the 100,000 square meter rehabilitation center.
Huang is a philanthropist who is listed in the Hurun Global Chinese Philanthropy List for 13 consecutive years. He is the second on the latest list behind Alibaba Group Holdings, with total donations of more than $97 million last year mainly for the construction of three high school buildings.
Ubial said six weeks after the foundation of the rehabilitation center was laid, almost 50 percent of the facility has already been constructed.


Dijan said an initial 2,500 beds have been turned over last Oct. 15 and the additional 7,500 beds will be provided by November.
She said the facility will be manned and operated by at least 250 personnel including doctors or psychologists, nurses, social welfare officers, technical, and administrative personnel.
Ubial said a Philippine-based corporation will donate the needed furniture for the facility.
On the other hand, she said the DOH office in Region III located in San Fernando, Pampanga is in charge in the recruitment of human resources for the facility. So far, they have recruited about 1,000 workers.
“We are working with local government units, particularly barangays and municipal and city officials that will handle the community-based rehabilitation program, where an estimated over 95 percent to 98 percent of the surrenderers will be having this program,” she noted.
