A former Cebu police officer detained at the state penitentiary for murder testified at the third hearing of the House Committee on Justice, saying that he personally delivered P1.5 million to the Justice Secretary now Senator Leila de Lima reportedly as protection money from Cebu drug lord Jeffrey "Jaguar" Diaz.
According to Police Officer 3 Engelberto Durano,
he and Diaz are close. Durano said he referred Diaz to De Lima’s former
driver, Ronnie Dayan, who offered “protection” inside the New Bilibid
Prison (NBP) in exchange for raising funds for the senator.
Durano also
said, Dayan had illegal drug transactions with Diaz coursed through
three Banco de Oro bank accounts amounting to P27.3 million.
Between November and December, 2014,
Durano said he was instructed by Diaz to help him raise P1.5 million,
which Durano tried to raise by borrowing money from a certain Noel
Martinez.
Durano was then asked to personally
deliver the P1.5 million placed in a gift-wrapped shoe box to De Lima at
the office of the “Commando” gang.
When Durano reached the office of fellow
inmate Jaybee Sebastian at Bilibid TV Channel 3, he saw De Lima inside
together with Sebastian and another Bilibid inmate Hans Tan.
According to Durano, he handed the box containing P1.5 million to Secretary De Lima.

The
Department of Justice (DOJ) is building an “airtight case” not only
against Senator De Lima but also other personalities involved in the
proliferation of drugs at the NBP. They are only awaiting the second
Anti-Money Laundering Council (AMLC) report on bank transaction of drug
syndicates operating from the national penitentiary.
Justice Secretary Vitaliano Aguirre II
assured that all those who are involved in the drug trade in the NBP
will be prosecuted and will be put behind bars.
