Department of Transporation (DOTr) reiterated the policy as required by Inter-Agency Council for Traffic (IACT).

The guideline mandates shopping malls in Metro Manila to conduct their sale only during weekends to avoid causing dreadful traffic congestion along EDSA and other major thoroghfares where malls are located.
Senior Superintendent Antonio Gardiola, IACT chief traffic officer and Highway Patrol Group director, said the policy also meant for sales promos not to coincide with the movement of motorists and commuters reporting to work and school.
