Bilibid convict Herbert Colanggo (Colangco) accused former Justice Undersecretary Francisco Baraan III of accepting payment in exchange for moving around inmates at the New Bilibid Prison in Muntinlupa City.
At the House inquiry on the proliferation of illegal drugs inside the national penitentiary, Colangco said his fellow inmates would usually come up to him whenever they wanted another inmate transferred from one security compound to another, like from the medium to the maximum security compound.
Colangco said he would be the one to arrange the transfer by getting in touch with Baraan's camp, through the former undersecretary's alleged "bagman," a certain "Susan."
"Halimbawa, may Chinese [inmate] nagka-problema sa aking nasasakupan... [sasabihin niya], 'Chairman may tao ako, nasa medium. Gusto ko balik maximum. Ako na balik, chairman, magkano gastos, sige,'" said Colangco.
Colangco said he would then instruct his "talent manager" Reynante Diaz to speak with "Susan" to ask how much Baraan wanted in exchange for the transfer.
In one instance, Colangco said Baraan and "Susan" asked for P500,000 for an inmate to be moved from the medium to the maximum security compound.
Asked why an inmate would want to be transferred to the maximum security compound, Colangco said: "Ang maximum ay Las Vegas."
He said as "chairman" at the Bilibid, he is responsible for transforming the penitentiary into a "Roxas Boulevard," where he "sells models" to fellow inmates for P70,000 to P75,000 each.
He said he would earn P45,000 to P50,000 for each model, because he only pays each P25,000.
Colangco also admitted earning from the transfer of inmates, saying he would pad up the amount he would be demanding from the inmate requesting the transfer.
In another instance, Colangco said he would give Baraan P3 million to transfer an inmate, but would ask P4 million from the requesting Chinese.
He said these were among his means of "earning" in order to come up with the P3 million that he remits to former Justice Secretary and incumbent Sen. Leila de Lima monthly from October 2013 to be used for her campaign kitty.
Colangco said even former Bureau of Corrections director Franklin Jesus Bucayu used to receive P1.2 million from him.
