Philippine National Police chief Director General Ronald dela Rosa expressed no surprise on the plan of President Rodrigo Duterte to revive the Philippine Constabulary, the military's national police force.
Dela Rosa said he and Duterte have been discussing about the PC reactivation long before the latter was elected president.
“OK ako dun (sa revival ng PC), maganda yun. Noon pa, hindi pa siya presidente, napag-usapan na namin iyan,” the PNP chief told reporters when asked on the matter.
Dela Rosa said the President’s statement stemmed from his wish to have a counter-balance.
“Yun nga para yung local police, kontrolado ng local chief executives, itong federal police, yung PC, maka-counter check yun kalokohan sa baba. Check and balance ito directly under the President yung federal police,” he said.
He said there are politicians who at the same time are drug lords because they control the local police.
Dela Rosa believed that once revived, the Constabulary would be independent from the local officials and will not be controlled by the latter.
“Yung PC… so hindi kontrolado ng mga pulitiko. Eh ngayon kung meron tayong federal police, hindi kontrolado ng mga narco-politicians, takot sila sa ‘yo,” he said.
In a speech before the 10th Infantry Division in Mawab, Compostela Valley last week, Duterte he wanted to revive PC because he needs people to fight urban terrorism.
The PC was one of the four major commands under the Armed Forces of the Philippines (AFP) before the PNP law was enacted in 1991. The three others still in existence are the Army, Navy and Air Force.
